starting up in Safe Mode

I am having a difficult time starting up in safe mode.
I was told to hit the F8 or F5 key while booting up.
This is not working.... Is there any other way to get into
safe mode?
 
Immediately after POST (power on self test) Press the F8 key (repeatedly
if necessary) to trigger safe mode. Otherwise editing the Boot.ini file
is the only other way.
