starting outook on notebook computer

In my office I will connect directly to a network server with outlook. When
I travel, I want to use outlook to connect to web access. I want Outlook
2003 to open web access instead of the old outlook. Is this possible?
 
No, Outlook Web Access is being viewed in Internet Explorer. Just creates 2
shortcuts; 1 to Outlook and one to the URL for your Web Access
