start up stopping

when starting up the first page appears with the system information then
stops telling me to press f1 if i want to continue how do i stop this
happening.this problem started after a power cut with the computer switched on

That has nothing to do with Windows, but rather your BIOS. You need to read
what the actuall problem is, it should tell you on the screen, then enter
your BIOS, normally it will tell you at start-up on your screen how to go to
set up. It should normally be DEL, but depending on the make of your PC it
could be F10, F2 or something like then. Enter the BIOS and adjust the
setting that was reported when the computer stopped.
