At times when I first turn my computer on it will not
start to boot. It seems to be locked into a sleep mode.
If I turn off the power 2 or 3 times it will then start
booting up. I also receive a Error loading message
irprops.cpl. Both of these problems started after I
reloaded Windows XP.

Hi!
irprops.cpl is located in C:\Windows\Driver cache\I386
\Driver.cab until you install an infrared device. So you
have to extract the file using XP Original CD.
Otherwise- "Repair XP"
