Start-up Problem

Hello to all
I switched on the comp and got this message
"We apologize for the inconvenience..windows did not start seccessfully.
Recent hardward or software change might have caused it. If your comp
stopped responding, restarted unexpectedly or was automatically shut
down to protect your files/folders, choose 'Last known good config' to
revert to the most recent settings that worked"
"If a previous startup attempt was interupted due to a power failure or
because the Power or Reset button was pressed, or if you arent sure what
caused the problem, choose 'Start Windows normally.'"

"Safe Mode"
"Safe Mode with networking"
"Safe Mode with Command Prompt"

"Last known config(your most recent settings that worked"
"Start Windows normally" (This is highlighted)

"Use up down etc etc"

By elimination of the above suggestions etc, I chose the highlighted section
Start Windows normally.
I waited for the countdown to finish, up came the Windows logo with the blue
bar that runs across a small window. It made six passes then stopped in the
middle. Screen then went blank and then up came the following "SIGNAL OUT
OF RANGE" followed by "POWER SAVER ACTIVE"
I then got a screen showing MSI, PENTIUM 4 and CORE CELL icons.
They then disappeared and I then had the original apology message back
again.
I got exactly the same result from choosing "Last known config"
I have not tried any of the other choices - for me they are uncharted
territory. Learning about Safe Mode was the next item to learn.
The comp had started earlier that day and shutdown was normal. This
happened about 2 hours later.
I am certain there were no power cuts during that time.
A few days ago I downloaded Disk Cleaner as recommended in this newsgroup
and created a restore point.
Help is greatly needed - without a solution I will have to spend yet another
evening watching TV with the wife.

Oops - I hit Post too soon!

Safe Mode is just that - Safe. It starts your computer with a minimal set
of drivers so that you can (hopefully) get into Windows and fix the problem.

Go ahead and give it a shot - if you select the Safe Mode with Networking
Support you may even be able to get on the web. (be careful tho' - since a
lot of the normal protections aren't functioning in Safe Mode).

Out Of Range generally means the refresh rate for the monitor has been
set too high.

None of the options takes me out of this loop.
At the moment cant do anything re the screen refresh rate - it is set on 75.
I have also tried the OEM WINXP CD - nothing happens when inserted.
It has been suggested I try WIN98 floppy boot - so will have a go.
I cant even get into Safe Mode - pressing or holding down the F8 key at
Start does nothing either.
It has been suggested that the Hard Drive is b------d or corrupted!
Many thanks for the help etc.
Ill keep watching incase someone has another suggestion. But at the mo it
looks like Computer Hospital.
