Start/Run pulldown keeps clearing

Hi!

Every so often, my Start/Run pulldown keeps clearing itself. I have
Registry Mechanic, Registry Toolkit, Spybot, AdAware and Symantec and all 5
were run shortly before I discovered the latest clearing just after an
intentional shutdown and startup. RegMech and RegTool have been ruled out
and though I don't have the time for running the other three right now, I'm
just about certain that they also had nothing to do with it.

Is there a way to stop the Start/Run pulldown from clearing itself except
when I want it to?
