start>programs....expand all programs without hiding

How can I set the default to expand all the programs in Start>Programs
without having to hit the down arrows.

Right click on Start, click on properties, click on the Start Menu tab,
click on the Customize button, click on the Advanced tab. Scroll down and
uncheck Scroll Programs. Click OK and Apply

With the Classic Start Menu, both of these need to be UNChecked.
XP Start Menu doesn't have Use Personalized Menus option.

XP Start Menu >>
Right click the Start button | Properties |
Start Menu tab | Customize button | Advanced tab |
Scroll down to and UNCheck:
Scroll Programs * |
OK | Apply | OK

Classic Start Menu >>
Right click the Start button | Properties |
