Start - program menu

I am new to Windows XP (home) and I've looked all over for the answer to
this problem and haven't found it. I hope one of you can help me. My
program menu is the biggest mess I've ever seen. It is totally out of
control, I can't find anything quickly. On Win98 I made folders within
the menu and stuck all my graphic programs in one folder, utilities in
another, internet stuff in another etc. I can't seem to find a way to do
this in XP. I go to the same place as in Win98 (start-settings-taskbar and
start menu-advanced) but it does not list all my programs in that window,
only a few of them. When I look in Windows Explorer I see part of the
programs listed in the start menu under "all users" and the rest of them
listed in the start menu under my name. I'm afraid to pull programs from
where they are now to a folder. Can anyone tell me how to get these things
all in one place so I can organize them in folders.

Since you've already found where they're listed, you can feel free to move
them all to either the all users folder or your user folder and arrange them
however you like. You don't have to worry about causing any damage because
all you're manipulating are shortcuts.

I tried that and it left all the names in the start menu with empty folders.
Then the names were listed again in the new folders I made. I "undid" it
because it was worse than when I started out.

Did the shortcuts show up in the folders you created and arranged? And are
you placing them in documents and settings\username\start menu\programs
directory?
