Start menu

My start menu will not allow any setting other than
Windows classic. Any ideas on why my "Start Menu" option
is not available?

To be clear: Right clicking the taskbar then selecting
Start Menu, yields only one option which is selected
(windows classic). The option to select "start menu" does
not appear, even grayed out. It's just not there.
