Which edition of Vista are you running and is this problem one that just
showed up? Does it happen all the time or only after you have done a
specific thing?

Solution #1
Press the "Windows Key" (usually on the left of the keyboard, next to the
Ctrl key) and the Start Menu should show up.
Solution #2
I'm with an XP PC (Spanish version) right now but I think Vista options are
fairly similar.
Right click on the taskbar, click on Properties, and check Make Taskbar
always visible.
Right click the Start-button, then click Properties, then click the first
menu-item of the 4.
Then mark the boxes: Always show the Taskbar on top of screen,
and Lock the Taskbar.
