How do I get WinXP Start | Programs to present all items when clicking a
menu bar item. Right now it hides those I haven't used.

Right click on the Start button and select Properties. On the Start
Menu tab click Customize. Go to the Advanced tab and remove the check
from "Highlight newly installed programs." Click OK and then Apply.

This works if you're using the "Start Menu" selection. But we're using the
"Classic Start menu" selection. The "Highlight newly installed programs"
choice isn't available there.

Did you look before posting. The setting is called Use Personalised Menus and it's in the classic properties.

With classic start menu uncheck "Use personalized menus."
