Start Menu Issues

I have a program on my notebook which I can find via C-Program
Files-Cyberlink and can find the executable to start the program. When I go
to Start-All Programs and mouse over the program, it shows as "empty" and
clicking does nothing. Perhaps related to this is Start-All
Programs-Accessories-System Tools, there is only one item: Internet Explorer
(no add ons). I Thought defrag and whatever checkdisk is called was supposed
to be there. They are in C-properties-tools.

Additionally MS Office Tools comes up empty but the individual programs are
available through Start-New Office document.

The Structure is apparent in Windows Explorer:
c:\Documents and Settings\All Users\Start Menu\Programs

Disk Defragmenter is a System Tool
c:\Documents and Settings\All Users\Start
Menu\Programs\Accessories\System Tools

The Error Checker (chkdsk) does NOT appear in the Start Menu folder or
in a sub-folder.

No telling why the shortcuts disappeared from the folders; possibly a
hard drive problem. But, to get the shortcuts back:

Go to the Program Files\Cyberlink folder and right-click the executable,
click Send To: Desktop, (Create shortcut). Go to the Desktop, drag the
shortcut over the Start Menu button, hover, and hover your way to the
empty Cyberlink folder, release the shortcut there.

Following this structure, the system tools folder is empty. However, I can
run defrag and error checking from C-Properties-tools

Some other programs don't show from Start-all Programs. Mousing over reveals
"empty" for some, but not all programs.
