Start Menu, how i disable hidding of unused programs?

I want all programs to be shown without need to click down arrow when
oppening start menu, they usually hidden because i dont use them.
Windows 2000 Pro
 
Right click on the Taskbar and select "Properties". On the General tab
de-select "Use Personalized Menus".

Thanks, i always wanned to know what the heck this stupid optin means...
they could explain it better imho.
