Start menu has become solid green bar

I am running an XP Service Pack 2 box with the newest Microsoft
Updates. The start menu has turned into one large green button.
Here

The problem only occurs when the XP theme is active. I have replaced
the WINDOWS\resources\Themes folder with a known good copy. The
problem is still active. I am currently running the Windows File
Protection scan to see if anything has been changed. I have not seen
any indications of spyware/virus or a hardware failure. The problem
also occurs no matter what user is logged in.

The Taskbar Repair Tool brought back the toolbar, but now the computer
as a whole is barely functioning. Explorer hangs and MMC will not
open (so I can try turning off the themes service). There is nothing
in taskmanager that is taking up system resources. This only started
after I ran the Taskbar Repair Tool. I am to the point of a format/
install (which I would like to avoid if possible). Any help would be
appreciated.
