Start menu hangs

As of today, when I restart my computer the start menu bar has no function.
If I move the mouse cursor to the start menu bar there is an hourglass that
never changes. The rest of the computer works fine, such as the desktop etc.
I cannot access the start menu to restore the computer or access MSCONFIG to
restart in safe mode. Everytime I restart the menu bar hangs and never
responds. Please help.

Hi Justin,

Start in safe mode by pressing Alt+ Ctrl+ Del twice while Windows
boots up, then use msconfig to perfprm a clean boot.
