Start Menu doesn't recognize Outlook

I've configured Outlook as the default e-mail program in every place possible
(Internet Options, Start Menu configuration, etc.), and still when I click
Outlook in the Start Menu, the Internet Options open, not Outlook.
Two details:
1. The icon for Outlook in the Start Menu isn't the usual Outlook icon, but
an envelope.
2. My keyboard quick access button for e-mail doesn't recognize Outlook
either. It simply doesn't react when I press it.
The system seems not to be recognizing Outlook as the default mail program.
Does anyone know why this happens? And how to correct?

First off, if you haven't done so already you might want to
post your question to the Outlook newsgroup.

That said, I encountered the Start menu problem you're having
when I installed Outlook 2007. To fix it, I ran the
installation a second time but selected the repair option.
