Start menu, Desktop, and Explorer shortcuts stopped working

Server Specs:
Windows 2000 Advanced Server with SP3 (running as a file server)

Issue:
In the past 6-months the server suddenly had the "subjected" odd-behavior.
Another issue is that, when this occurs, applications like 'services' and
selecting 'properties' on 'My Computer' come up with odd-errors.

Our resolution was to reboot the server. I have heard of other 2000 servers
have the same issue and there resolutions were rebooting.

Could be a memory leak or bug in the OS code?

Question:
Has anyone else had this problem? Has anyone heard of this? Do you know
what the problem could be and any viable solutions?

I found this one link that discusses an issue quite similar (if not the same
to ours) and they have a registry edit solution for it. What do you think
about it?

Yes, I checked the event viewer and other areas. There are no error's
related to this. There are no error's displaying period. Should have
mentioned that.

Tell us the errors. The more you tell us the better the chance of
resolution.

I did not document the exact error's. They both came up with a simple error
- a small window stating something along the lines of "This function cannot
be preformed.".

Definitely the next time we have this problem, were going to leave it right
there and document those particular error messages. But I know this issue
has happened on other 2000 servers so wanted to see if anyone else had this
problem and or a resolution for it.

The fix discussed at tip 3540 in the 'Tips & Tricks' at http://www.jsiinc.com
is for a permanent alteration. (It won't hurt to do this anyway).

Your problem is not permanent and is probably the result of some resource leak.
Is SP4 applied?

No. We are still on SP3. What do you think SP4 has that would fix resource
leaks?

A list of fix 1 mile long and probably as many undocumented fixes.
