Start menu Cut, copy, and paste

Is there a way to get back the old windows 98 way of cut and paste on the
start menu? Right click on a folder or icon on the start menu now and
context menu says open, explore, delete, rename, sort by name, and
properties. What happened to cut and paste?
 
If just gettin back the old start menu is your goal right
click on the task bar and choose properties, click the
start menu tab and click on classic start menu then click
apply.
 
Even with the classic menu it doesn't give me an option to cut or paste when
I right click on a folder in the start menu. WIndows 98 used to do this.

Try doing it in Windows Explorer - right-click on the Start button and
choose Explore (your account) or All Users.
