Start Menu behavior

When clicking Start > Programs, the entries are displayed as one long column
which the user has to scroll to reach the desired program. Another user
logging in to the same machine has the Programs displayed as 3 adjacent
columns, which is much easier to navigate. How does one change this
behavior?
 
Right click a blank spot on the task bar, select Properties, then click on the Start Menu tab, then the Customize button, then the Advanced tab. In the middle box, scroll down to the item labeled 'Scroll Programs' and remove the checkmark.

Many thanks Bill, that did the trick.

R-click on Start, Properties, click Customise, and on the Advanced page
uncheck 'Scroll programs' in the panel.

I would recommend setting up some submenus for related items - r-click
Start, Open All users, in the Programs folder make subfolders and drag
things into them. Subfolder corresponds to submenu
