start menu almost empty

How do I get to System Restore without a link on the Start menu anywhere?
Either in normal or safe mode? For some reason they've all disappeared.
Even the links in Administrative Tools.

if type system restore in the vista help it has links there that will launch

Start>Programs>Accessories>System Tools>System Restore.

Same as XP was/is.

The problem is, nothings there beyond the Start menu button. I'm trying a W
endows reinstall, since whatever happened also destroyed all restore points.
