Start button problem

I have WinXP, and right after running Norton WinDoctor and repairing
everything, the Star button is not working properly - even after restarting.
What I mean is that whenever I right click on it, it doesn't show me all the
menus that is supposed to, i.e. Explore, Open, etc.
It only shows Scan with Norton AntiVirus, Properties, Open All Users, and
Explorer All Users.
How can I fix this?
Should I undo what WinDoctor 'fixed'?

Thanks a lot

Then obviously the sentence above is an oxymoron. If Win Doctor repaired
EVERYTHING, than your Start button would function proberly. Undo what Win
Doctor fixed, then reboot. If that fixes the problem, fine. But, if it
doesn't, then uninstall Win Doctor, use System Restore, find a Restore Point
as close to, but prior, to the date that the problem began, and restore to
that Restore Point. Norton Products used to be the industry standard, now
they're buggy as betas.

The "Start" button itself is an oxymoron. You have to
press "Start" to end the computer session (Logoff or Turn
off)???
