start button and taskbar just beep

when i start my computer the start button and taskbar just beep and dont
function.Any jdeas what mjght be causing this and how to remedy it?
 
I'm having the same problem on Vista Home Prem and it has fixed it for me,
not sure if this will be a temporary fix.
