Start button and desktop items are missing

For some reason, when I log into my computer, my desktop
items and my task bar are missing. I can only see the
background picture on my desktop. When I right click,
nothing happens. The only way I can shut down is to Ctrl-
Alt-Delete. This is the only thing I can do. Does anyone
know how to fix this?
