Click the "All Programs" button once. It may not expand if you just hover

In

Registering the shell32.dll usually fixes it. Login as Administrator, and
type this in Start-Run dialog:

regsvr32 /i shell32.dll

Are you getting and "access denied" error? If so check the permissions.

no when i click on folder it keeps running and than its says disk c not
formated do you want to format now i click no. but when i put mouse over
folder it says its empty

The Programs listing in the Start Menu is actually built from shortcuts from
the following locations:

%allusersprofile%\Start Menu\Programs

and

%userprofile%\Start Menu\Programs

Type the above paths in Start, Run and let us know if you're able to access
both the locations normally. If not, there is probably some problem in the
disk.

Running out of ideas, Eva. If the shortcuts were actually deleted
accidentally, then manually re-creating the links is the only way.
