Any Ideas

I ran spybot the on my PC last night it found some problems and sorted them out for me , but after a re-boot my desktop doesnt come up , The background picture does and if i use task manager all my programs run fine , I just have no Icons or start bar , I have used system restore but they just wont come back ?? If anybody has any ideas please reply .
