Start a program on connection

Hello, I am trying to setup a XP machine to just run a
single program when you connect overiding any client side
options, I have set the Start pa rogram on Connection
option in the Group Policy snap in under both Computer
Configuration and User configuration but when I log in it
still sends me right to a desktop.

Is there anything I need to do to implement these
changes? or am I missing something?

My understanding is that this option isn't implemented in XP Pro.
