Standard Toolbar is checked but can't be seen when reading a messa

I've got a user that when he reads a message in Outlook 2000 he is not seeing
the Standard toolbar (with Reply, reply to all, forward, etc). This toolbar
is checked on the View/Toolbars menu but I do not see it when he opens a
message. Any advice?

Make a new email. Now right click in the grey area at the top of the email
(the toolbar area) and check which toolbars are on for making messages.
