standard buttons disappeaered?

Recently the standard buttons toolbar disappeared from the top of all my
system folders, this means I can't navigate forwards and backwards when
browsinf thru folders. I can not right click at the top of the folders to
bring up the toolbars that are turned on or off so I can't even get to that
option. The only thing I can do is open up IE, then use the navigation keys
there to get to other folders on my network.

any ideas on how to bring the standard buttons toolbar back to all my folders?
