Stand Alone DataBase

What tool do I need to create stand standalone database, one that will
run on a machine that does not have Microsoft Access??

Althought the data that is stored in an .mdb file can be read by many
different applications, an Access application with its forms, reports,
modules, etc., requires Microsoft Access to run. If you purchase the
Developer's Edition (or whatever the appropriate package is called for
your version of Access), you can distribute your application along with
an Access run-time module. The run-time module is basically all of
Microsoft Access except the program's built-in user interface. Your
database application then has to provide its own menus and toolbars, but
if you build it that way you can distribute a package that can be
installed on a target PC that doesn't have Access installed.

You need to have the Office Developers Edition to Package ur Access
application along with its Runtime Engine for it to work standalone without
the need of Microsoft Access installed.
