Well to cover some local security threats you can remove / disconnect any CD
or floppy, that's one reason for thin clients, and then you probably want to
look in the Group Policy newsgroup for sore specific technical advice on
disabling / limiting things. This does not remove internet based threats or
email based threats completely of course unless you also have the server
they will be communicating with set up properly too.
I mean you can set up a user on each with almost no privileges except to use
RDP but the time involved may cost more than buying a thin client that
simply "Can't do" stuff anyway

I've resurrected a few old 350Mhz machines to use as thin clients, I mean
the RDP client will work on 98 upwards, but we've had to install XP for the
other security aspects so it not without some cost. Since yours already are
2000 / XP you don't have that problem but I think security might be harder
to achieve this way. Our actual PCs belong to trusted users and users who
have to have a PC for other purposes with the thin clients going to the more
"Public" locations. In other words the old ones I've converted are in locked
offices and in the hands of people who if they wanted to do damage could do
so with or without a computer

No matter what you do there will always be
a handful of people you just have to trust.
If you are not the IT pro at work (I'm not officially) please do much
consulting with the IT pro before even trying this (as I do) else it is your
backside on the line
