Spyware Popup Problem

I have a problem with IE, that almost everytimes I go to
a new web URL an IE window will popup. It's not the URL
that I am going to that is doing it, it must be some
spyware on my machine.

I've run Ad-Aware and Seek and Destroy numerous times to
try and clean it out, but it still happens.

Any suggestions?

http://toolbar.google.com/

It has a popup blocker you can enable.
