Spontaneous restart loop after updating to Windows Installer 3.1

I've had to replace the hard drive in my PC and have managed to install XP
Pro and Service PAck 2 successfully. I then continued back to Windows update
where it had me download and install Windows Installer 3.1 and said it was
successful and needed to resart. The resart looks good until just after the
login screen. My desk top starts to come up, halts, then the PC restarts
itself. It's in this loop now and never completes the restart. Help Please!
