You don't need a news account, just a newsreader application (e.g.,
Thunderbird, Outlook Express). The Microsoft newsgroups are all on a
publicly-available Microsoft server: msnews.microsoft.com
Or use Google Groups.
And, if you must, you can use the same web interface to post to the
office.misc NG that you used to post here (there it's called "Office -
General Questions").
