Client of mine was working for a company that modified his personal laptop
with a window that comes up after he press Ctrl-Atl-delete to login. After
the "splash" screen it shows him the windows login dialog.

How do I remove this ?

Without knowing the precise nature of this "splash screen," it'd be
hard to say. Are you sure it's actually an splash screen and not the
oft used (in corporate/government networking environments), standard
legal notice? If that's all it is, simply edit the registry to remove
it. If you don't know how, advise your friend to take the computer to
someone who is familiar with editing the registry.
