Spell check on Outlook Express and Word Pad

When using Outlook Express for e-mail I can't get the
Spell Check to respond. There is an icon in the tool bar
and when you put your pointer on it, it drops a flag
telling you that it is for spelling, but nothing happens
when you click on it.
Also, when useing Word Pad, I can't find any way of
checking the spelling on this either. When I was running
Windows 98, it checked the spelling as you went along,
but after installing Windows XP it no longer works that
way. Any suggestion would help.

If you have Word or Works installed:

Go to Start/Run/EXPAND X:\i386\CSAPI3T1.DL_ C:\CSAPI3T1.DLL (Where X is your
CD-Rom drive letter). And then copy it to: Program Files\Common
Files\Microsoft Shared\Proof

Or download the file here: Replace the Csapi3t1.dll file
