Your conclusion is correct. Word has never been able to spell-check anything
in artwork, and it hasn't started now.
As a suggestion, type into a scratch document all the labels you plan to put
into the art. Spell-check it there, and then copy/paste it into the art.
Another possibility would be a macro that extracts what you've already typed
into the artwork and puts a copy of that text into a new document to be
spell-checked.

I am not talking about regular art work, but rather the smart art feature in
Word 2007. I just checked Word 2003, and it does run spell check on diagrams
(now renamed smart art).
To add to this. If you select the Smart Art box the Spellcheck Icon is
available in the quick access toolbar, but if you highlight the text within
the SmartArt the spellcheck icon is grayed out.
