speech recognition

I have windows vista Portuguese edition, and speech recognition is not
available. I searched on internet and i learned this technology is only
available in some languages.
But, can I have speech recognition working in English and windows working in
Portuguese? I would like to try this technology but my windows doesn’t open
this section (speech recognition) – only says this message: “If you would
like to learn more about speech related tools and support from Microsoft,
please visit the Microsoft Speech Online Community.

I’ve tried to learn more about this technology but at this moment I haven’t
found any answer to my problem.
