Specification XML failed to validate against the schema

I am trying to import a text file using a specification from Access 2003. It
will not work in Access 2007. Previous research revealed similar errors with
the "date" format. My spec contains text, double, and long integers. The
error message is

"The specification XML failed to validate against the schema. There is an
error in the following line of the XML document: |."
