Specific Policies

Can I do any of the following with policies?

When the PC boots up it has guest as the user by default.

Allow access to only one website via internet explorer.

Do not allow changing of any toolbars - in Internet explorer and the
desktop.

One last question - Is it possible to apply a policy to a user or group as
opposed to everyone? The PC is in a W2K standalone environment. No AD...
