Sparkey.dll error

I am trying to use software for mp3 and wave editing, when i try to run this
program, i get an error that says .Unable to locate dll...The
dynamic link library SPARKEY.DLL could not be found in the specified
path...I did a google search for Sparkey.dll with no luck. I also did a
sfc/scannow to make sure all of my system files were ok. I only get this
error when starting this particular program. I have contacted the software
manufacturer and they tell me that its something to do with Visusal files. I
have scoured for info on SPARKEY.DLL and have had NO LUCk......thanks in
advance for any help you can give me

Reinstalling the program will reinstall the file.

Ok, The SPARKEY.DLL is located in windows, I found it with a search, The
problem I am having is figuring out what program requires that dll so i could
try to reinstall it, also, Its telling me its not found in the specified
path, meaning its in the wrong place, I cant for the life of me figure out
where it goes, Any help would be greatly appreciated
