Spam Using Windows XP Messenger Service

I have recently been getting UCE using the Windows XP
Messenger Service. Is there a way to turn off Messenger
so the UCE is rejected?
 
What's UCE? I'm getting bombarded with pop-up blocker
spam and it's way out of control.
