Spaces and tabs not displaying

I received a document that, when I toggle show/hide paragraphs, only displays
the paragraph marks, not the spaces, tabs, or other white-space characters.
What could be causing this?

When I select show paragraphs, I'd like to see paragraph marks and also see
the space (raised-dot) and tab (arrow) characters.
 
The show/hide paragraph button actually activates several separate options.
Maybe only paragraph marks are activated in your case.

On Office button => Word Options => Display tab, make sure 'Show all
formatting marks' is selected.

Ordinarily, though, the button toggles between display of all the
nonprinting characters and just those that have been explicitly selected.
