SP4 update

I have a computer that does not connect to the internet
that needs SP4 for Windows 2000. I downloaded it from the
website, copied it on a CD, but when I install it it wants
to connect to the web. The message tells me to see
instructions for computers without web access. I can't
find the instructions for a PC without web access. Someone
please tell me how to install SP4 without internet
access. Thanks
