SP4 install fails

Hi all!
I've got a serious problem. I did Express installation of Win2000 SP4 and
after a while the setup complains it cannot find some file (cacls.exe),
although it IS in that directory when I take a look with Explorer. I have
tried SP4 Network install once before and had
the same problem (back then the file was telnet.exe - seems to vary).

Also, why does WFP start complaining about unrecognized system file versions
after installing SiS AGP Driver update 1.16a?
I had SP2 installed when I tried this.

Quick update - there seems to be a lot of 0 KB files in the SP4 installation
folder. What went wrong?!
