Windows XP SP3 & Speed?

Would having XP Service Pack 3 slow up my pc?
Being trying for over an hour to get connected to either itv.com or youtube with out any luck.
Any ideas how to speed things up?
 
It shouldn't do . I'm running the version that came out two or three months ago and it seems to run ok .

I installed XP with SP3 as a fresh install a few days ago and its fine.
