First off, you're posting in the wrong newsgroup. This is not an XP
security_administration issue.
The Windows Update newsgroup is appropriate for this issue:
http://www.microsoft.com/communitie...d45-de9e-4fc5-9bc1-2d1d0de6daee&lang=en&cr=US

Now, to the issue ... was SP3 installed with an antivirus|anti-malware
product actively monitoring the system ?

If the answer is yes and the installed AV was a Norton 'product' see:

You *may* to uninstall SP3 and hope the damage does not persist:

If you are running antivirus software
Important
• If the configuration of your antivirus software prevents certain system files from being changed,
the Windows XP SP3 installation may fail. Try temporarily disabling your antivirus software. To do
this, right-click your antivirus program icon, and then click Disable. This icon typically appears in
the lower right corner of the computer screen.
