Can SP2 be applied to an XP Home Edition system without applying SP1 first?

Yes, SP2 contains the SP1 updates, so no need to install SP1.

Yes. Service packs are cumulative, all of the fixes in the previous
Service Packs are included in later packs. Fixes in SP1 are included in
SP2, and when SP3 comes out it will contain all of the fixes in SP1 & 2,
and so on...
