SP2 Will not boot up

After intalling Windows XP SP2 my pc will only go to the
xp load screen and then restart, it will continue this
loop until i unplug the system. I have try to load up in
safe mode so that i may be able to uninstall SP2. Even
when i loaded up in safe mode it would just continue in a
loop, does anyone have an idea as to how to remedy the
problem without reformattin my hard drive.

the Windows XP Service Pack 2 Setup program is not completed
successfully:

Reboot tapping F8 each second.
Select "Last known good configuration" at the menu.
If that fails, reboot tapping F8 again this time choosing Safe Mode.
Then System Restore to Date/Time before issue started:
Start/All Programs/Accessories/System Tools/System Restore
