SP2 Firewall did not uninstall

I uninstalled SP2 but it appears that the SP2 firewall did not uninstall
itself. I'm getting conflicts and an inability to use a different firewall.
Does anyone know how to eliminate/uninstall the SP2 firewall after a seeming
successful uninstall of SP2?

1. Open XP's "Help and Support Center".
2. In the Search box type: FIREWALL , and hit enter.
3. Click on "Turn Windows Firewall on or off".

This would work if SP2 was still installed but it's not. The uninstall left
something behind. I cannot open the module to turn the firewall off because
the module no longer exists. Other firewall programs refuse to employ becase
they are sensing that the SP2 firewall is in effect. I need to get into the
registry to remove the SP2 firewall problem but I do not know how to do that.

XP had a firewall before SP2 - SP2 just enhanced it's capabilities - so
following Carey's instructions will still work - when you installed SP2 it
turned on the XP firewall, uninstalling SP2 did not reverse the switch to
turn on the firewall as you must have no other firewall in place.
