SP2 and viewing html pages

Recently downloaded and installed sp2 (automatic update). Have not had any
issues with regular web browsing. However, I have some html pgs I want to
preview before uploading to our server so I'm running them offline - when I
launch the first one, I get the msg "Your browser does not support Javascript
This page will not function correctly." To view these pages, I keep having to
click on the info bar to allow the blocked page(s) individually. If I go
ahead and upload these to the server, I don't have this issue. I have checked
all my settings and to my knowledge the sp2 pop-up blocker and firewall are
turned off, java enabled, etc. Any ideas or is this a known bug in working
with offline pages?

Or, you will be compromising security, but from Internet Options> Advanced>
Security, checking "Allow active content to run in files on My Computer"
should also eliminate the extra step.
